We conducted a study using qualitative research methods comparing the system of care across sites in Michigan communities with varying OHCA survival outcomes, measured by return to spontaneous circulation with pulse upon emergency department arrival.
Using data from Michigan Cardiac Arrest Registry to Enhance Survival (MI-CARES) for years 2014-2017, we calculated rates of sustained return of spontaneous circulation (ROSC) upon emergency department arrival across EMS agencies in Michigan.
This study aims to evaluate rates of fire or police first responder-initiated cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) use, as well as their associated impact on out-of-hospital cardiac arrest (OHCA) outcomes.
This study includes three aims. The first two will inform the development of a survey instrument in aim III that will be administered to all EMS agencies in Michigan, testing factors associated with increased OHCA survival to build an EPOC Toolkit.

Voter laws, civic education opportunities, and trust in government are all important aspects of democracy that impact individuals' civic participation. If policymakers had better ways to measure and monitor this “civic infrastructure” beyond just voter turnout, a different, more complicated but complete picture of our democracy would likely emerge.
