Sana Zakaria is director of Emerging Technologies and Resilience at RAND Europe. Focusing on engineering biology, neurotechnology, artificial intelligence, and quantum technologies, her research spans biosecurity policy, pandemic preparedness, and the convergence of AI and biological technologies. She works closely with multinational and international organisations, including NATO, CEPI, the World Health Organization, and the Biological Weapons Convention, to assess the societal, security, and governance implications of emerging technologies. A core strand of her work focuses on responsible innovation, including evaluating oversight and governance mechanisms, unpacking factors shaping technology demand and supply, and strengthening societal resilience and preparedness in the face of systemic risk. Zakaria sits on the UK Government’s Responsible Innovation Advisory Panel (RIAP) and holds a Ph.D. in molecular and neurobiology from King’s College London.
