Stephani L. Wrabel is a senior policy researcher at RAND and a professor of policy analysis at the RAND School of Public Policy. Wrabel is an expert on education-related practices, programs, and policies in both the social and defense policy sectors. Her research portfolio includes studies of standards-based school accountability policy and measures, evaluations of education interventions, Department of Defense (DoD)-funded youth programs, and military and national security education opportunities. Her research has shaped both state and federal policy. Wrabel currently serves as a principal investigator on a series of studies examining the effectiveness of the National Guard Youth ChalleNGe program, a DoD-funded program for adolescents struggling to complete a high school credential. She has led or contributed to research on social and emotional learning during in- and out-of-school time, intervention alignment with the Every Student Succeeds Act evidence standards, Reserve Officers' Training Corps, and Junior Reserve Officers' Training Corps. She led the independent evaluation of the U.S. Department of Education’s Center to Improve Social and Emotional Learning and School Safety. 

Before pursuing her doctorate, she was a university administrator. Wrabel earned her Ph.D. in urban education policy from the University of Southern California. She holds an M.Ed. from the University of Florida and a B.A. from Boston University.
