Elina Treyger

Senior Political Scientist, RAND; Professor of Policy Analysis, RAND School of Public Policy

Elina Treyger is a senior political scientist at RAND and a professor of policy analysis at the RAND School of Public Policy. Her work spans national and homeland security, international affairs, and technology policy, including emerging challenges posed by artificial intelligence. She leads and contributes to studies on migration and border management, information warfare and propaganda, malign foreign influence, strategic competition, and the governance of advanced technologies. Treyger’s research integrates legal and policy analysis with quantitative and qualitative methods to inform decisionmaking across sectors. She previously served as an assistant professor at George Mason University’s School of Law, was an Academy Scholar at Harvard University, and clerked for Judge Danny Boggs on the U.S. Court of Appeals for the Sixth Circuit. She holds a J.D. and a Ph.D. in political science from Harvard University.
