RAND researchers have developed the Theater Air Base Resiliency Optimization Model (TAB-ROM) tool, which helps analysts identify the most cost-effective mitigation options to consider in the event of a missile attack on a U.S. Air Force (USAF) air base.
This analyst guide accompanies the tool and details TAB-ROM’s inputs, algorithms, and outputs and reflects the state of TAB-ROM 2.0 as of September 2023. This guide complements in-person training of USAF, Office of the Secretary of Defense, and other analysts who use TAB-ROM.
The tool is one of a suite of integrated models that RAND researchers developed through RAND’s Combat Operations in Denied Environments (CODE) series of projects on air base resilience. Among the most important of these is the Theater Air Base Vulnerability Assessment Model (TAB-VAM), which assesses the effect of missile attacks on air bases. TAB-ROM is a critical companion to TAB-VAM for evaluating specific operational plans and scenarios.
This research was prepared for the Department of the Air Force and conducted by the Resource Management Program within RAND Project AIR FORCE.
