Devin Tierney is a data scientist at RAND in the Data Science and Technology Group, based in Pittsburgh, PA. His work focuses on disaster recovery, infrastructure resilience, cost analysis, analytic tool development, and modeling and simulation. Recently, Tierney led the development of a tool supporting disaster recovery management, analyzed implementation of FEMA's BRIC program, and contributed to projects on FEMA's Preliminary Damage Assessment tool modernization, out-of-school-time program availability in Allegheny County, and historic U.S. Navy maintenance cost patterns. Tierney’s published research includes Robust Decision Making to evaluate climate impacts on regional stormwater infrastructure, assessment of the Wireless Emergency Alerts system, U.S. Air Force logistics operations in denied environments, and requirements for the U.S. shipbuilding industrial base.

Tierney received his B.S. in Geobiology from The Pennsylvania State University, where his thesis examined paleoclimate patterns derived from fossilized tree rings.
