Resource Management Program

The goal of research conducted within the RAND Project AIR FORCE Resource Management Program (RMP) is to enable the Department of the Air Force (DAF) to maximize the efficiency and effectiveness of operations in a resource-constrained environment. Our research portfolio addresses three enduring themes:

1. Resilience of DAF installations, assets, and information, including from kinetic and non-kinetic threats. We also conduct cost-benefit analysis of airbase resilience investments and theater resilience strategies such as agile combat employment.
2. Efficient and effective allocation of resources, which includes assessment of logistics and support concepts, maintenance concepts, basing strategies, acquisition policies and strategies, cost modeling and analysis, organizational design, process re-engineering/improvement, and performance assessment
3. Health of the defense industrial and technology base, including issues related to competition and innovation, manufacturing and production, critical technologies/materials, and supply chain management
