With the assistance of The New York City-RAND Institute, the Fire Department of New York has come up with new management tools, new operating programs, and new technologies to improve fire protection and reduce costs for the largest fire fighting service in the world. This unique partnership between a group of system analysts and a large city agency may provide a model for other cities faced with increasing complexity and soaring costs.
