A proposal that the United States recruit foreign advisers from developing countries receiving U.S. aid in order to use their knowledge in the anti-poverty program. The author maintains that the experience of many foreigners engaged in regional or local development in their own countries would be useful in similar programs in the United States, and also that such an exchange would contribute to improving relations with countries receiving U.S. aid. 7 pp.
