A description of the Soviet civil-defense program, based on the many Soviet publications issued in connection with the program. Such aspects of the program are discussed as its background, basic Soviet civil-defense theory, organization, training, means of protection, shelter habitability, evacuation, preattack measures, and postattack operations. While Soviet citizens are relatively apathetic toward civil defense, it is likely that in time of crisis they would respond to their training. They know that the Soviet authorities are prepared to enforce obedience and to ruthlessly punish any unauthorized or panic-inspired behavior.
