Benjamin M. Miller

Benjamin Miller is director of the Infrastructure and Justice Program, a senior economist at RAND, and a professor of policy analysis at the RAND School of Public Policy. He leads teams of high-caliber researchers in collaboratively conducting high-profile assessments that improve the efficiency and effectiveness of infrastructure systems, financial systems, regulatory systems, and personnel systems. His work has been funded by a wide array of government agencies and other entities. Miller has authored over three dozen peer-reviewed studies (including four separate Congressionally mandated studies) and has served on a variety of expert advisory panels. His research has won multiple awards for impact and innovation. He has testified before Congress and is experienced in communicating sensitive, confidential, and controversial findings to senior government leaders. He has also served on several dissertation committees and taught advanced econometrics at the RAND School of Public Policy.

Miller holds a Ph.D. in economics from the University of California, San Diego, and a B.S. in economics from Purdue University.
