Senior Policy Researcher; Professor of Policy Analysis, RAND School of Public Policy

Benjamin Master is a senior policy researcher at RAND within the economics, sociology, and statistics department, and a professor of policy analysis at the RAND School of Public Policy. His research has focused on issues of education system improvement and workforce development. His work spans a wide range of methodologies and research questions ranging from evaluations of specific interventions to analyses of institutional strategies and policy frameworks. He has methodological expertise in experimental research design, longitudinal data analysis, quasi-experimental techniques to support causal inference, developmental evaluations, value-added modeling, network analyses, and survey methods and analyses.

Master serves as the quality assurance manager within the RAND Education, Employment, and Infrastructure division. He is also a collaborating researcher at the RAND Lowy Family Middle-Class Pathways Center.

Master has published numerous studies addressing the impact, implementation, and costs of large-scale programmatic interventions aimed at human capital development, particularly for educators. He is committed to conducting research that has the potential to improve educational and workforce outcomes and enhance equity at scale. Master earned a Ph.D. in education policy and organization studies at Stanford University.
