Services to Address Juvenile Justice Involvement in Los Angeles

The Los Angeles County Probation Department selected RAND to evaluate prevention and intervention services aimed at reducing the risk of future juvenile justice system contact among youth.

The Juvenile Justice Crime Prevention Act (JJCPA), administered by the California Board of State and Community Corrections, funds county programs that have proven effective in curbing crime among at-promise youth and youth involved in the juvenile justice system.

In Los Angeles County, the Probation Department oversees the implementation of JJCPA-funded programs. The programs are selected by the Juvenile Justice Coordinating Council (JJCC)—which includes stakeholders from county and city agencies and community-based organizations—and are approved by the county before being submitted to the state. In 2019, the Probation Department selected RAND to evaluate and provide technical assistance for these JJCPA-funded programs.

A Focus on Prevention and Intervention

As part of this work, RAND evaluated several JJCPA-funded programs focused on prevention, early intervention, and intervention services, such as

  • mental health and substance use disorder treatment
  • after-school programs
  • workforce and employment skills-focused programming
  • programs designed to increase the capacity of youth-serving organizations through training and technical assistance.

RAND also conducted gap analyses on a number of topics, including best practices for programs serving juvenile justice-involved youth and guidance to youth-serving organizations on data collection and analysis for evaluation purposes.
