Tom Ling is a senior research leader at RAND Europe. He has successfully led over 100 projects, designing, managing and delivering complex evaluations. He leads evaluations and applied research projects focused on the key challenges facing organisations in health, well-being, and development. His Research Interest score on ResearchGate is higher than 94% of members and 97% of researchers who work in similar areas. He has over 2,500 citations. He is an advisor to the European Evaluation Society and the African organisation M&E Bench. Ling is driven by strengthening how evaluations contribute to learning, innovation and the public good.
Before re-joining RAND, Ling was head of Impact Innovation and Evidence at Save the Children. He was a Senior Research Fellow with the National Audit Office, and before that, he taught and researched in various universities.
He has contributed to research projects with the European Commission, Save the Children, UK government departments, the National Audit Office, the Health Foundation in the UK and many others. He has published widely on evaluation, accountability, and related topics.
Ling earned his Ph.D. in British government and M.A. in political theory from the University of Essex. He also has an M.A. in social and political sciences from the University of Cambridge.
