Junior Analyst and Coordinator of the RAND Europe Space Hub

Mélusine Lebret is a junior analyst at RAND Europe in the Defence, Security and Justice research group. She specialises in space governance, dual-use in space, space traffic management, and technology deployment in military contexts. She serves as the coordinator of the RAND Europe Space Hub and is an associate at the Royal Aeronautical Society. Mélusine's work spans Europe and the U.S., conducted in English, French, and Italian, and is distinguished by her use of future and foresight methods. Her research has contributed to studies for sponsors such as the UK Space Agency, the Department for Science, Innovation and Technology, the Ministry of Defence, the Foreign, Commonwealth and Development Office, the Hybrid Centre of Excellence, the European Commission and other global clients, with a focus on Russian and Chinese space activities and the space dimension of the war in Ukraine.

Beyond her space-related work, Mélusine contributes to RAND Europe’s Defence Workforce & Skills and Defence Economics & Acquisition workstreams, leveraging her quantitative analysis skills for supply chain and procurement studies. She contributed to the set-up of the Centre for Evidence for the Armed Forces Community as a core team member.

Her academic credentials include an M.Sc. in culture and conflict in a global Europe from the London School of Economics and Political Science and a B.A. in economics and Russian from University College London. Mélusine's international experience includes studying at Kazan State University in Tatarstan and the University of Latvia in Riga, earning distinctions in Russian Studies.
