Kyle Kilian is a senior technical analyst at RAND, where his research focuses on AI security, cybersecurity, AI risk management, and national security challenges. His recent work analyzes AI security governance and control models, AI-enabled vulnerability discovery, systemic AI risk, and defense and intelligence issues.
Kilian spent 15 years in the U.S. Department of Defense and Intelligence Community, serving across strategic, tactical, and joint operational environments. He served in deployed positions multiple times in support of special operations as an embedded intelligence analyst and senior agency liaison, earning the Chairman of the Joint Chiefs of Staff Joint Meritorious Civilian Service Award for his contributions. Kilian also served as an adjunct professor at the National Geospatial-Intelligence Agency College and led an analytical modernization team integrating machine learning and network science into agency tradecraft.
Before joining RAND, Kilian led the Societal Defense and Resilience team at the Center for AI Risk Management and Alignment, focused on AI security policy and network modeling, and served as deputy director at the Transformative Futures Institute, where he specialized in simulations and alternative futures analysis. He is a senior research fellow at the Center for the Future of AI, Society, and Mind and a fellow of the Global Catastrophic Risk Institute. His research has been published in Futures, AI & Society, and Homeland Security Today, and featured in the Wall Street Journal.
He holds an M.S. in data science and cyber intelligence from the National Intelligence University and an M.A. in international affairs from American University.
