Rich Girven is a senior international defense researcher at RAND. He is also an expert senior facilitator and designer of complex national security games. He came to RAND from the Senate Select Committee on Intelligence, where he served as the Director of Analysis. As associate director of RAND’s Intelligence Policy Center and later director of RAND’s Cyber and Intelligence Policy Center, much of his work has focused on process improvement and enterprise management research and analysis for Intelligence, Cyber and Critical Infrastructure-focused sponsors. He designed and led INVERTED ROOK, a complex TTX that tested government interagency priorities, processes, authorities, and responses, as well as resilience in the infrastructure and cyber domains. He also designed and led CHAIN REACTION, a classified game examining FVEYS Supply Chains and intergovernmental processes. Girven holds a Master of Arts in Asian Studies from the University of Hawaii, a Master in Military Arts and Sciences in strategic studies from the U.S. Army CGSC, and a Master of Science in national resource strategy from the U.S. Industrial College of the Armed Forces.
