David R. Frelinger is a senior policy analyst at RAND, where he has worked for decades on research projects for the U.S. Army, U.S. Air Force, Department of Defense, Department of Homeland Security, the White House Office of Science and Technology Policy, and the National Geospatial Intelligence Agency. His work focuses on responses to AI development and diffusion, threats from advanced weapons, and improving U.S. security capabilities in the Pacific and Europe. He has expertise in simulation, modeling, wargaming, conventional and nuclear force employment, information technologies, and the interaction of commercial and governmental activities.

Recent RAND projects have explored the geopolitics of artificial general intelligence, the shifting nuclear balance, and opportunities for international cooperation and competition in economics and security. They also address national security concerns such as emerging threats in the Pacific and Europe, ground-based air and missile defenses, and countering terrorist use of advanced weapons and information technologies. Evaluations include unmanned aerial vehicles (UAVs), intelligence-surveillance-and-reconnaissance (ISR) systems, and other future platforms. Frelinger has also assessed the implications of the global positioning satellite (GPS) system and led a multi-year analysis on improving long-range strike platforms.

Frelinger holds a B.A. in political science from the University of California, San Diego, and an M.A. in political science from the University of California, Los Angeles.
