Harper Fine is an analyst at RAND Europe in the Defence, Security and Justice research group. Since joining RAND Europe, she has supported research projects on national security policy, defence requirements, emerging technologies, veterans’ affairs, and critical infrastructure protection. Her work centres on regional and country analysis, particularly relating to the United Kingdom, the United States, the Middle East, and China. Fine has contributed to studies for high-profile clients, including the UK Ministry of Defence, the Defence Science and Technology Laboratory, the Foreign, Commonwealth & Development Office, the U.S. Department of War, and the European Commission. Her broader research interests include post-conflict reconstruction, democratisation, and countering violent extremism.

Prior to joining RAND, Fine interned at the Carter Center, where she supported election monitoring and research on electoral violence. She also interned with U.S. Congressman Sanford Bishop (D-GA-02), focusing on veterans’ affairs and public relations. Fine holds a B.A. in political science from Emory University and an M.Sc. in conflict studies from the London School of Economics and Political Science (LSE). Her master’s dissertation examined grassroots state-building in conflict-affected regions of the Middle East, specifically the West Bank and the Democratic Autonomous Administration of North and East Syria (Rojava).
