Center on AI, Security, and Technology Fellows

The RAND Center on AI, Security, and Technology Fellowship develops new generations of policy analysts and implementors at the intersection of technology and security issues. Fellows perform research relating to one or more of RAND CAST’s research areas and receive mentorship from RAND policy experts. (Note that as of December 2025 we are only considering applicants to work on our AI Security, Technology Policy and Governance, or Biosecurity areas.) Fellows may also work on RAND client-sponsored research for up to an average of one day per week.

Candidates are welcome from all experience levels, from undergraduate students to mid-career professionals. Fellowship durations will typically start at six months, with the possibility of renewals for up to a total of three years in the program. Fellowships can be full- or part-time. We prefer for fellows to be based in Washington DC, San Francisco, or Pittsburgh or work remotely in the United States, but fellows could also be based in the United Kingdom.

U.S. fellows will receive an annual stipend that varies with experience from $40,000 to $200,000 for full-time fellows, plus a monthly payment that can be used for health/dental insurance. U.K. fellows will receive compensation based on experience.

Eligibility

Current RAND staff are not eligible to apply for the RAND CAST Fellowship.

Candidates must have the ability to obtain and maintain a government security clearance in the U.S. (U.S. citizen) or U.K. (U.K. citizen or lived in the U.K. for at least the past 12 months). U.K. applicants must also have current and ongoing right to work in the U.K.

If one of the staff openings listed here aligns with your interest, we suggest applying to that instead of the fellowship. We treat this form partly as a place for candidates to register interest (EOI) for future staff openings. We suggest not applying to the fellowship here if you have submitted any other application to work with CAST for any other role with us within the last six months (unless there are significant changes to your application materials, e.g., new relevant work experience).
