Lindsay Daugherty is a senior policy researcher at RAND who specializes in research on education and workforce development. She focuses on partnerships with policymakers and practitioners to help build better pathways to good jobs. Daugherty's research examines career and technical education pathways at the high school and postsecondary levels, credit for prior learning and competency-based education, wraparound supports for individuals pursuing education and training, and transitions from education and sector-based training into employment. She is currently partnering with state agencies and community colleges in California, Colorado, Indiana, and Ohio to build evidence on key policies and initiatives. Daugherty has expertise in the design of experimental, quasi-experimental, and descriptive studies. She also has substantial experience assessing the implementation of policies and programs in partnership with policymakers and practitioners. Daugherty is also a researcher in RAND's Middle Class Pathways Center and a faculty member at the RAND School of Public Policy. 

Daugherty holds a Ph.D. in policy analysis from the Pardee RAND Graduate School, an M.A. in applied economics from the University of Michigan, and a B.A. in economics from the University of California, Berkeley.
