Michael Hikari Cecire is a defense & security policy researcher at RAND. Before joining RAND, he worked as a Geoeconomics Analyst for Defense at Bloomberg Economics, and also previously served as a Senior Policy Advisor and political-military officer at the Commission on Security and Cooperation in Europe (U.S. Helsinki Commission), as a senior level analyst at the Congressional Research Service, and as a policy advisor for the U.S. Department of Defense, among other U.S. government-supporting roles. Cecire has also been affiliated with the Middle East Institute, New America, and the Foreign Policy Research Institute, and has taught at Georgetown University and the University of Pennsylvania. His research and analysis are focused on the politics and security of the Black Sea region, transatlantic affairs, strategic competition, and defense production. He holds a Ph.D. in Politics and International Relations from the University of St Andrews.
