The ongoing war in Ukraine has become a testing ground for future conflicts. Ukraine's struggle to resist Russian aggression has been sustained not only by the will of the Ukrainian people and the support of Western allies, but also through harnessing innovations in technology and military doctrine. From drone warfare to digital command and control, Ukraine has surprised many external observers with the speed and impact of its adaptive approach.

For the past year, RAND Europe researchers have worked closely with the Ukrainian Ministry of Digital Transformation to assess the changing uses of technology in war, and identify ways to incorporate innovation into the battlespace. What has enabled Ukraine to pioneer technological adaptation throughout this crisis? And as the war continues, what infrastructure is needed to maintain this edge, particularly in terms of defence industrial capacity?
