Armenda Bialas is a policy analyst at RAND. She focuses on how social determinants of health and access to social supports influence well-being, stability, and opportunity across the life course. Before rejoining RAND, she helped pilot community initiatives expanding mental health care access for refugee women and contributed to major evaluations of the Massachusetts 1115 Demonstration Waiver and related behavioral health programs. With a background in social services and research, Bialas brings expertise in project management, qualitative research, and evaluation methods to her work advancing equitable systems and community well-being.
She holds an M.P.H. in health promotion and behavior from Georgia State University, a B.S. in psychology from the University of Tampa, and is a certified Project Management Professional (PMP).
